Paul has extensive experience across health administration, ranging from clinical governance and operations through to people management, higher education, clinical informatics, research and commercialisation, in the public and private sectors.
He has 10 years of experience as a health service executive, most recently as Chief Medical Officer at Western Health, a multi-campus health network with a budget around $1 billion. Paul has a passion for improving systems to deliver safe and quality healthcare through grassroots innovation.

Influential work

  • Led several major improvements for the junior doctor workforce, including roster reforms, recruitment of about 30 staff and significant savings in overtime hours and expenditure exceeding $1 million
  • Executive lead for multiple projects, including the Dual Diagnosis Rehabilitation Centre, merger with the Djerriwargh Health Service and New Footscray Hospital, and digital implementation of various PROMs (patient-reported outcome measures)
  • Across two health networks, executive sponsored clinical design and engagement for the electronic medical record and digital hospital journey, as well as successful National Standards Accreditation surveys (at Austin Health, holds the record for ‘Met with Merits’)
  • Executive oversight of numerous divisions, including Medical Workforce, Medical Education, Quality, Safety and Patient Experience, Research and Commercialisation, Drug Health Services, GP Integration Unit, Western Clinical School (University of Melbourne), Australian Institute of Musculoskeletal Science, and Western Health Chronic Disease Alliance
  • Co-led the innovation of the McMonty Hood, a personal ventilation hood that is now available globally to help fight the COVID-19 pandemic with sales of more than $3 million over 18 months.

Outside of Nous

Paul has a strong interest in health services research, having published several articles in high-impact journals, and was recently made Adjunct Professor at Victoria University. An educator for more than a decade, Paul has been invited to dozens of conferences and workshops as a presenter, facilitator and panellist.

Paul was responsible for leading the development of major innovations during the COVID-19 pandemic, including the McMonty personal ventilation hood, the early phase of COVID Monitoring Pathways, major medical staff workforce reforms and the PPE and fit-testing programs.

Paul holds a Master of Health Administration from La Trobe University; a Bachelor of Medicine, a Bachelor of Surgery, a Diploma of Surgical Anatomy and a Melbourne Teaching Certificate from the University of Melbourne; a Bachelor of Biomedical Science from Monash University; and is a Fellow of the Royal Australasian College of Medical Administrators.

Paul loves to spend time with his wife, daughter and son. He is an active parent who loves watching his kids learn, play and show their creative side.
