Andrew is an experienced economist with a decade working on public policy in Australia and over six years internationally.

He brings a well-developed economic toolkit with experience applying quantitative and qualitative methods across a broad range of sectors and institutional settings. He has interest and expertise in environmental policy issues, having worked in Australia and abroad on water, energy and climate policy – including the associated structural transition and labour market issues.

Influential work

  • Led the OECD’s 2021 Economic Survey of Denmark, focusing on the challenges and opportunities of meeting climate goals
  • Delivered the OECD’s 2020 Economic Survey of Germany, focusing on the policy response to the COVID-19 crisis and digital transformation
  • Developed the analytical framework and oversaw analysis for the Productivity Commission’s 2013 inquiry into third party infrastructure access
  • Led development of a partial equilibrium model of an urban water system, which won the prize for best contributed paper at the Australian Conference of Economists
  • Worked in the consulting team modelling the effect of different electricity transmission charging options as the UK sought to cut greenhouse gas emissions
  • Was lead consultant for a study into policy options to better coordinate electricity transmission for offshore wind developments.

Outside of Nous

Prior to joining Nous Andrew was a senior economist and head of desk in the OECD economics department, working on policy analysis and advice for countries including Germany, Canada, New Zealand and Denmark. Before this he was a research manager at the Productivity Commission, leading quantitative work on water, gas and labour markets and contributing to public inquiries on diverse topics including infrastructure access, automotive manufacturing, service exports and the economic effects of migration.

Andrew holds a Master of Commerce (economics) and First Class Honours degrees in economics and environmental engineering from the University of Melbourne.

In his spare time...

Andrew enjoys getting outdoors with his wife and two young daughters – even more so when this involves surfing, skiing, playing tennis or golf.
