Ned Lis-Clarke

Director
Ned is a specialist in working with the public sector to drive policy development, regulatory reform and organisational performance.

His economics and philosophy background enables him to approach client challenges in various ways; applying robust critical thinking skills, quantitative analysis and a meticulous approach to research. Ned works with government, member-based and not-for-profit clients to develop strategic plans and enhance organisational capability. He is an engaging communicator with a creative presentation style, significant experience with stakeholder engagement and broad knowledge about policy issues.  

Influential work

  • Reviewed the Food Standards Australia New Zealand Act and its operations to redefine its role in a modern food regulatory system  
  • Assisted in reviewing Victoria’s building regulatory system to deliver a legislative framework that ensures the safety and health of people who live in and use buildings  
  • Led research and policy development to enhance the regulation of social services in Victoria, including through the establishment of an independent regulator 
  • Worked closely with state and local government to enhance the delivery of services for people sleeping rough in the Melbourne CBD and surrounding areas 
  • Evaluated the Deregulation Taskforce and Regulator Performance Program led by the Department of Prime Minister & Cabinet   
  • Developed the strategic plan for a member-based organisation in the legal services industry through extensive stakeholder consultations.

Outside of Nous

Ned holds a Bachelor of Arts (Economics and Philosophy) with Honours in Philosophy from The University of Melbourne. He is currently studying a Masters in Philosophy at the Australian National University, focused on the intersection of ethics, economics and public policy.  

In his spare time...

Ned enjoys travel (when permitted), playing the guitar, piano and banjo, doing crosswords, juggling a wide variety of projectiles and watching an awful lot of TV.
