Tom can rapidly digest complex issues, provide strategic insight and identify innovative solutions. He is instinctively collaborative and can pull together diverse viewpoints to develop practical strategies for change.

Tom brings a deep understanding of the public and not-for-profit sectors. He has led complex reform agendas across governments, NFP organisations and other service providers in Australia, Africa and Europe.

Influential work

  • Led the redesign of how the WA Government operates in a high profile region, facilitating senior executives from across government to identify bold but practical solutions
  • Guided a reconfiguration of rehabilitation and reintegration services for a WA Government department, including engagement with external service providers using an outcomes oriented approach
  • Developed and negotiated the WA Government’s strategy for the introduction of the National Disability Insurance Scheme, including contributing to scheme design
  • Designed and analysed service and expenditure mapping for key services in WA, providing the evidence base for significant reforms
  • Supported the strategic planning process for an Aboriginal Corporation in the Pilbara, including facilitating community meetings.

Outside of Nous

Before joining Nous Tom was a senior executive in the WA Departments of the Premier and Cabinet and Treasury. In these roles he led the transformation of the public sector’s relationship with the not-for-profit sector; shaped the government’s Aboriginal policy agenda; and co-authored the 2009 Economic Audit, an influential review of public sector direction. Prior to moving to Australia in 2006, Tom worked in international development, advising African governments on economic and social policy.

Outside of Nous, Tom is a board member of Senses Australia and president of the Higgins Park Tennis Club. He holds a Bachelor of Arts (Philosophy, Politics, and Economics) (Honours) from Oxford University and a Master of Science (Development Management) from the London School of Economics.

In his spare time...

Tom is an enthusiastic but pretty average sportsman. He has two sons who command his time and attention. Tom and his wife are passionate about exploring new places and cultures.
