Danny is an expert project manager and director, with deep expertise in reform and implementation of large-scale, public sector change.
Bringing an extensive track record of managing across major programs of public sector reform and work in multiple Australian jurisdictions, including in PMOs and strategic policy in the Northern Territory (NT) and Victorian State Governments. He also brings deep expertise engaging and providing strategic advice from within the public service.

Influential work

  • Managed the development of Nous’ own business strategy, consulting with senior leadership from across the business to develop a new strategic direction for the company
  • Developed a social impact assessment for a multi-billion dollar offshore wind development in Victoria
  • Supported a major procurement for the NT Department of Mining and Energy’s Legacy Mines Unit and helped to reform their inventory, risk assessment and prioritisation function 
  • Reviewed the operating model for public housing repairs and maintenance across the NT, including engaging with all regional offices and working with key stakeholders to develop recommendations to improve effectiveness and efficiency
  • Led review and update to the Northern Territory’s Regulation Making Framework, including coordinating development across all NT Government agencies to generate alignment and navigating development and submission of cabinet submissions
  • Served as coordinating lead for key elements of Mission 3 of the Victorian Public Service’s COVID-19 response, including coordinating implementation of the initial $120 million hotel quarantine program, developing Cabinet submissions, financial reporting, contract monitoring, and bespoke reporting dashboards, as well as daily reports to Victoria’s Crisis Committee of Cabinet
  • Managed a high-profile functional efficiency review of the NT Government’s approach to large investment attraction and delivery, commissioned by the then CEO of the Department of Chief Minister and Cabinet. This included reviewing governance arrangements and administrative orders across all economic policy agencies, engaging with CEOs of all relevant departments, and developing recommendations to navigate a high-level change process across agencies
  • Managed the procurement of a complex, multi-year, multi-million-dollar independent advice function for the NT Department of Trade, Business and Asian Relations. This included development and management of grant processes, including contract management and dynamic risk and issue management throughout the process

Outside of Nous

Prior to joining Nous, Danny worked as a policy adviser in the Victorian and NT state governments. In the NT, he worked on key regulatory reform projects across government processes and in specific key industries affecting the NT's economic development. During his time in Victoria, he worked within a small, highly collaborative team to respond to the dual crises of bushfires and COVID-19 – providing strategic advice on issues ranging from macroeconomic restart and recovery to community development policy.  

Danny was previously a Yenching Scholar at Peking University, with his research focusing on developing theoretical frameworks to diagnose change over time in policymaking paradigms in contemporary China. In addition, he holds a Bachelor of Arts in Philosophy and Politics from The University of Melbourne. 

In his spare time...

Danny enjoys surfing and playing football. He has a healthy interest in exploring the Top End's national parks and a less healthy interest in supporting his football team, Tottenham Hotspur.
