Luke advises Commonwealth and state governments on health, emergency management, environment and justice policy, leading evaluations, reviews and strategies that shape decisions.
His experience spans health workforce reform, disaster recovery, primary care, mental health, regulatory review and digital health. He combines analytical rigour, empathetic engagement, and a strong understanding of the levers of government. Clients value his ability to turn complex evidence into recommendations governments act on.

Influential work

  • Co-led the evaluation of a multi-billion-dollar Commonwealth disaster recovery investment, with findings informing the Commonwealth's approach to its role in emergency management and disaster recovery funding
  • Evaluated a ten-year national health workforce strategy; recommendations addressed workforce undersupply and maldistribution through Commonwealth policy levers and informed subsequent program design
  • Managed the formative evaluation of a coordinated care pilot for people with chronic conditions, where interim findings led a cross-government delivery group to improve the model during implementation
  • Evaluated a youth justice co-responder program, building a statistical modelling dashboard that enabled the client to track offending behaviour and assess program outcomes in near real time
  • Developed a virtual care strategy for a state health system, positioning digital models of care within existing service delivery pathways

Outside of Nous

Luke holds a Bachelor of Science (physics) and a Bachelor of Mathematics (decision science) from Queensland University of Technology, where he received a Vice-Chancellors Scholarship for academic excellence.
