Paul is a Principal in Nous’ Canberra office and has worked with Nous across Australia, North America, and the UK. He leads our Strategy & Implementation Practice and Higher Education Professional Services capability.
He is an expert in public sector strategy, operating model and organisational redesign, and financial sustainability in public institutions. Paul’s work in higher education has covered the full spectrum of strategy, policy, operational improvement, leadership and cultural change at universities in Australia, the UK, and North America.

Influential work

  • Managed large-scale programs to transform academic and administrative operating models for universities
  • Worked extensively on academic issues such as research strategy/performance and educational architecture
  • Delivered substantial changes to administrative matters for tertiary education providers such as campus design, professional service delivery and redesigning/reviewing institutional budget models
  • Conducted skills-gap assessments for professional and technical colleges and TAFEs
  • Conducted the 2020 Review of the Australian National Partnership on Universal Access to Early Childhood Education on behalf of Australian governments
  • Managed the independent review of a workplace health and safety regulator, including reporting to parliament on establishing an independent watchdog
  • Managed the independent review of a federal government division to improve the operating model for veterans’ access to pharmaceuticals
  • Authored a five-year strategy and roadmap for regional schools to support a new executive leadership team of government department of education

Outside of Nous

Paul has spent more than 15 years consulting to large private, not-for-profit, and public institutions across Australia, the UK, Asia, and North America. Prior to Nous, his influential work included: 

  • Managing the research transition program to take frozen blood from the lab to the field to support deployed forces undertaking humanitarian missions,
  • Managing the accreditation process for Australia’s first Non-Invasive Prenatal Analysis (NIPA) for blood group genotyping to determine the RhD status of the fetus
  • Negotiations on major asset sales ranging from $50M to over $10B, corporate mergers and acquisitions
  • Negotiations on the progressive sell of copper and HFC networks to form the multi-technology mix network of Australia’s national broadband network
  • Developing the governance framework for a major telecommunication provider to support the business and help deliver on its long-term strategy.
