David Hallinan
Principal
David has more than 20 years’ experience leading major Commonwealth initiatives across infrastructure, defence, health, finance and national security.
He brings direct experience establishing, reviewing and overseeing Commonwealth entities and delivery vehicles, including questions of legal form, governance, balance sheet financing, GBE and Corporate Commonwealth Entity status, start-up requirements and transition planning. Having held Deputy Secretary and equivalent roles across Commonwealth portfolios, David brings the senior government judgement required to test whether the preferred entity model can be established, governed, funded and implemented with confidence.
Influential work
- Oversaw the establishment of the High-Speed Rail Authority and supported or led reviews of the Inland Rail delivery vehicle, Infrastructure Australia and National Intermodal, including assessment of balance sheet financing, GBE status, CCE status, start-up requirements and transition planning
- Led strategic planning and stakeholder engagement for Henderson Shipyard, a multi-use facility critical to AUKUS and naval sustainment, negotiating intergovernmental agreements with WA and advised on national shipbuilding
- Oversaw program planning and funding, led cost assurance reviews, and secured investment for industrial supply chain expansion, building partnerships with international stakeholders including BAE and HII
- Directed $1.5 billion in health workforce programmes and established
demand-based distribution incentives and controls, leading national medical training reform, developing the Stronger Rural Health Strategy, and overseeing hundreds of millions in capital works through University Departments of Rural Health and Rural Clinical Schools - Managed $18 billion in aged care programmes, led emergency responses to provider failures, and drove reforms through the More Choices for a Longer Life agenda
Outside of Nous
Prior to joining Nous, David was a senior executive in the Departments of Health, Finance, Infrastructure and the Defence portfolio, with 16 years in senior executive ranks, culminating in six years at the Deputy Secretary level.
In his spare time...
David enjoys time with family and friends, gardening, exercise, fishing and cheering on his children at the basketball. He has also recently rediscovered table tennis.
