Gavin is a leader in Nous’ Economics Practice who combines robust analysis with compelling communication to deliver trusted advice to his clients.
He brings eight years of consulting experience advising governments, service providers and companies across large and complex projects. Gavin brings expertise in economic policy design and evaluation, market analysis and strategy development, regulatory reform, cost-benefit analysis and advanced analytics. He is passionate about supporting public policy outcomes in the education, government, environment, economic development, energy and transport sectors.

Influential work

  • Reviewed a large Australian Government industry program’s appropriateness, efficiency and effectiveness, including a cost-benefit analysis and econometric analysis of business data to determine the economic return on investment
  • Analysed the social and economic aspects of regional development policy issues, including agriculture sector trends, an Australian satellite investment, and three proposed regional port infrastructure projects to boost employment opportunities and strengthen local economies
  • Advised on the development of the Victorian Recycling Infrastructure Plan, which identified opportunities for investment in material stream infrastructure, through analytical forecast demand modelling
  • Evaluated three lapsing government digital skills programs, involving assessment of program appropriateness, efficiency and effectiveness, identifying impacts on Victoria’s labour market and opportunities for future reskilling
  • Developed a large university’s international student scholarship strategy to drive enrolment growth and attract high-achieving students.

Outside of Nous

Gavin has recently completed a Master of Economics at the University of Melbourne, where he also holds a Bachelor of Commerce.

Gavin loves to travel, play soccer, see his favourite and local bands and comics. He previously lived in Malaysia for four years.
