Jim has an extensive background in consultancy and the public sector. His pragmatic approach employs methods from health economics, statistics, and data science.
His areas of expertise include Commonwealth-state relations, funding policy (including population-based and activity-based funding models), forecasting healthcare activity, evaluation methods, evidence-based healthcare, and development of performance and quality frameworks and indicators.
Influential work
- Developed the National Health Performance Framework 2000
- Drafted the initial versions of the Aboriginal and Torres Strait Islander Performance Framework
- Developed the Australian Emergency Care Classification
- Conducted various national and local evaluations including for the Health Care Home Program, PHN After Hours Program, National Aged Care Workforce Reform Program, Medical Specialist Outreach Program and the Visiting Optometrist Scheme
Outside of Nous
Before moving into consultancy roles, Jim spent 18 years working in health and social policy areas in the public sector in New South Wales and the Northern Territory. In government, he led areas responsible for government relations and funding policy, and led the design and implementation of several major reforms. Jim was a Harkness Fellow in Health Care Policy (2000-2001) based at Johns Hopkins School of Public Health. Between 2003 and 2024, he managed the consultancy firm Health Policy Analysis.

Jim enjoys cycling, bush walking, reading widely, public speaking and singing in a choir.
