Louise helps governments and for-purpose organisations tackle complex social challenges through evaluation, strategy and public policy advice.

Louise is an experienced strategy, evaluation and public policy consultant with over seven years’ experience in Australian and Irish contexts. She leads evaluations, strategic reviews, business cases and service improvement initiatives for governments, education providers and for-purpose organisations. She brings particular expertise in education and social policy, including family, domestic and sexual violence (FDSV), mental health and housing, and has designed and delivered large-scale evaluations of government policies, programs and services, helping clients make evidence-based decisions about investment, implementation and reform.

Influential work

Led evaluations of services supporting victim-survivors of family, domestic and sexual violence, providing evidence to support service refinement, strategic decision-making, and insights for the sector
Led a developmental evaluation of a First Nations workforce initiative, establishing a culturally safe evaluation approach and delivering findings to inform ongoing service delivery and refinement
Delivered a multi-year evaluation of a statewide school mental health initiative, informing program improvement and future investment decisions.
Conducted two national evaluations of teacher education reforms, assessing implementation and impact across Australia's higher education sector
Advised universities on strategic responses to enrolment challenges, including market analysis, portfolio reviews and operating model changes to support long-term sustainability and growth
Developed the business case for a major medical research consortium, contributing to a successful $50 million government funding outcome

Outside of Nous

Louise has worked in consulting firms across Ireland and Australia. While much of her recent work has focused on education and FDSV, her broader background spans strategy consulting, implementation, operating model design, business case development, program management and organisational transformation. This breadth enables her to bring policy, delivery, commercial and end-user perspectives to complex challenges.

Louise holds a First Class Honours degree in Business Studies from Trinity College Dublin, where she was awarded the Gold Medal, and previously served for four years as a Board Director of This Life, an international NGO focused on community-led responses to social justice challenges.

hen she's not working with clients, Louise enjoys travelling, running and exploring Melbourne's ever-changing food and neighbourhood scene. She is an avid reader, a devoted dog owner and rarely misses an opportunity to talk about Ireland.
