Luke is a detail-oriented consultant who brings broad experience working in government.
Having worked with state government departments, he understands the complexities of public sector challenges and is motivated by solving problems that improve policy and outcomes. He combines analytical thinking with a practical mindset to deliver high-quality results for clients.

Influential work

  • Analysed multiple Victorian budget bids and provided strategic policy advice to the budget and finance committee informing funding priorities for the 2025-26 budget in the education portfolio
  • Supported the Department of Health, Disability and Ageing in the consultation process, implementation planning and procurement for the Medicare Mental Health Check‑In (formerly the National Early Intervention Service), including independent financial and pricing assessment during provider selection
  • Developed a business case for establishing a domestic violence shelter in a remote area of the Northern Territory, focusing on culturally safe stakeholder engagement, and incorporating best-practice design approaches to ensure the shelter met the specific needs of the community
  • Contributed to a review of forest management funding models, providing analysis and insights to support the Department of Energy, Environment and Climate Action in transitioning away from native timber harvesting
  • Conducted a formative evaluation of a $14 billion kindergarten expansion to enhance early learning outcomes and increase accessibility for families across the state, collaborating with the early childhood education sector to assess the implementation of initiatives
  • Assisted with coordination of expenditure and performance reporting for the Department of Treasury and Finance’s mid-year Budget Update, consolidating and validating program-level financial data across a department to support revised forecasts and forward estimates
  • Assisted with the preparation of disaggregated financial information by output for the Department of health’s financial statements, allocating income, expenses, assets and liabilities across outputs and applying judgements to ensure accurate cost attribution and reporting 

Outside of Nous

Prior to joining Nous, Luke was a graduate in the Victorian Public Service where he rotated across the Department of Health, the Department of Treasury and Finance, and the Department of Energy, Environment and Climate Action. 

Luke holds a Bachelor of Commerce with majors in Economics and Finance from the University of Melbourne.
