Reviewed the operating model of a joint venture utilities provider to improve delivery performance, identifying performance challenges and solutions to improve time, cost and quality of infrastructure delivery
Delivered a strategic roadmap for improving regulatory performance of a financial regulator, consulting across the business to understand current maturity of the regulator’s frameworks, technology and people capability, bring together existing plans for improvement, and produce further recommendations for change
Designed and implemented a new operating model for a state environmental regulator, designing and implementing operating models for two organisational functions, including, structure, governance frameworks and the tools and systems required to enable effective performance
Analysed regulatory, market and operating risk for the overseas operations of an Australian university, conducting analysis of international higher education regulatory and legislative regimes
Delivered a contract audit for a major gas network operator, reviewing the effectiveness of recommendations from previous audits, assessed the accuracy and validity of key costs charged to the contract, and analysed key processes involved in the network’s operation

Prior to joining Nous, Oliver worked with the Australian Trade and Investment Commission, and Australian Institute of International Affairs. He has also worked as a visual artist, exhibiting ceramic works across Sydney and Canberra.
