Rhiannon leads projects in complex, budget-constrained organisations to make public services work effectively for citizens and efficiently for taxpayers.
She takes pride in her ability to turn her hand to new challenges and quickly make impact, whether shaping strategies with policymakers or driving operational improvements with front-line teams. Rhiannon has worked on large-scale transformation programs across government (including health, justice, environmental affairs and national security), with focus on achieving greater value-for-money for the public pound through more efficient operations.
Influential work
Led a review of an operational improvement programme in the criminal justice system and provided recommendations through which the organisation could accelerate realisation of productivity benefits
Delivered a 20 per cent productivity uplift with a non-ministerial department, spending two years on a transformation program that set out to deliver more timely services for home buyers and UK business
Supported a hospital to rapidly respond to a Winter demand surge, working with clinical and non-clinical staff across the hospital to scope and stand-up new initiatives to mitigate the impact of the cost of living crisis
Wrote a transformation strategy for a critical government service, leading a team to deliver a strategy, roadmap and business case for a £140m transformation
Worked with an organisation that delivers a quarter of a million citizen requests annually to design an operating model through which they could improve operational performance and embrace increasing digitalisation and automation
Outside of Nous
Prior to Nous, Rhiannon spent 8 years advising UK government on its most pressing nation-wide challenges, including Brexit, COVID-19, criminal justice reform, and the cost of living crisis. In 2025, Rhiannon made the move from London to Toronto, bringing her experience supporting the UK civil service on internationally-leading reform activity to the Canadian public sector.
In her spare time...
Rhiannon loves to travel and explore the great outdoors in her spare time. She spent her childhood adventuring on the Welsh coastline, and returns to Pembrokeshire every year to enjoy hiking, swimming, kayaking and coasteering.
