Sam Worrall

Senior Consultant

Sam is a Senior Consultant working in policy development and economic analysis.
He helps clients navigate complex policy issues by applying analytical rigour and creative thinking, drawing on his background in financial modelling and data-led strategy. He enjoys learning from diverse perspectives and is known for building strong relationships across multidisciplinary teams to effectively respond to client priorities.

Influential work

  • Supported the design of a national service model and modelled costs and benefits for a business case to improve care practices for children with Dementia 
  • Delivered thematic analysis and community profiles for an independent review of Income Management to support evidence-based policy redesign 
  • Built a cost-effectiveness model and benchmark pricing for an online mental health support service using comparative analysis and health data 
  • Mapped Tasmania’s disability support landscape through stakeholder engagement and cost modelling to inform foundational support system design 
  • Built a financial model for a NDIS provider to identify profit drivers and recommended program adjustments for improved pricing and resource utilisation 

Outside of Nous

Prior to joining Nous, Sam worked in operations at a Big Four Australian bank where he was responsible for providing commercial spending analysis, leading cost-saving initiatives, and developing budget proposals and business cases for strategy reviews. He holds a Bachelor of Commerce/Bachelor of Advanced Studies from the University of Sydney, where he completed exchange and study programs at Kings College London and UC Berkeley. 

Sam also volunteers on the board of a non-profit disability service provider and provides support with financial analysis and business planning. 

In his spare time...

Outside of work, Sam spends a lot of his free time sailing skiffs or windsurfing. He also enjoys going hiking with friends and travelling to new locations.
