Steven is a CPA who helps governments and government-funded organisations make robust investment decisions through financial modelling, investment assurance, business case development and feasibility analysis.
His experience spans Commonwealth and state government investments in health, education and human services, including provider viability assessments, investment frameworks, business cases, procurement assessments and long-term financial scenarios. Prior to Nous, Steven worked at the Department of Foreign Affairs and Trade and Grant Thornton.

- Led financial and strategic analysis for the establishment of two new organisations, assessing delivery models, affordability and investment implications, and overseeing business case development and investment modelling
- Led financial assessment of tenderers for a new mental health service, testing pricing, delivery costs, sustainability, liquidity, solvency and cash flow risk
- Developed a transparent framework for assessing proposals, prioritising funding, allocating investment and monitoring delivery
- Led refinement of a university-wide financial model to test the impact of major capital investment scenarios on long-term sustainability
- Led an independent review of the feasibility study and business case, assessing strategic rationale, financial assumptions, operating model and implementation feasibility
- Led the financial and business case stream supporting proposals for multiple urgent care centres, developing financial models, implementation plans and budgets
- Modelled 20 university campus renewal options, developed business cases and financial models for a regional virtual health network, and reviewed the sustainability of a major academic medicine funding model
Outside of Nous
Steven worked for the Australian Department of Foreign Affairs and Trade in Hong Kong as a consul, managing client and corporate services. His role included contingency planning and crisis response. In 2015 he was deployed to Nepal to lead a team assisting Australians stranded by the 2015 Nepal earthquake. Prior to his posting to Hong Kong, Steven worked in corporate roles in Canberra and Tarawa, Kiribati.
