He has a proven track record of delivering robust financial and economic analyses, cost-benefit analysis, and detailed business cases across sectors including social policy, construction, and environmental sustainability. Sam’s expertise supports clients in achieving value-for-money outcomes and addressing economic and fiscal implications in complex projects.
Influential work
- Developed a strategic business case for a regional court precinct redevelopment, including cost-benefit analysis of options and assessment of social, economic and environmental impacts, with his analysis supporting successful funding of the proposed major infrastructure investment
- Developed the business case for the proposed National Childhood Dementia Unit, analysing the economic and financial impacts of the investment and demonstrating a return on investment of nearly $5 for every dollar spent, positioning Australia as a potential global leader in the field
- Led analysis of Victoria’s waste and resource recovery infrastructure needs over a 30-year horizon, drawing on demand and supply analysis and applying both micro- and macro-economic indicators to predict future infrastructure requirements and support long-term investment planning
- Led cost-benefit analysis of regulatory reform options for Australia’s electronic conveyancing system, including interoperability models and monopoly regulation, supporting government consideration of reform pathways and market-design implications

Prior to joining Nous, Sam was a management consultant at a large professional services firm for nine years. He has also held senior public sector roles at the Victorian Department of Treasury and Finance, Australian Treasury, Victorian Department of Premier and Cabinet, and WorkSafe Victoria. Sam also held roles in the resources sector at BHP.
