Sam is Nous’ Chief Economist and is a trusted policy adviser with 25 years of experience across public and private sector roles.
He specialises in economic impact analysis, cost-benefit analysis, regulatory reform, and cost-recovery and price modelling to support clients to deliver on their key agendas. Sam is passionate about public policy with a focus on business regulation, circular economy and industry policy.

Commercial and strategic adviser on the design, analysis, tender evaluation, and delivery of beverage container deposit (and other product stewardship) schemes in various jurisdictions to deliver improved recycling and circular economy outcomes
Economic modelling of waste and resource recovery demand and supply to inform infrastructure needs over the next 30 years
Program evaluations, including for Victoria’s extractives resources strategy and Victoria’s Visitor Economy Recovery and Reform Program to assess economic benefits and identify improvement opportunities
Pricing reviews for various regulatory bodies to develop full cost-recovery models and adviser for government agencies on pricing, indexation and performance arrangements with commercial entities
Outside of Nous
Prior to joining Nous, Sam was a management consultant at a large professional services firm for nine years. He has also held senior public sector roles at the Victorian Department of Treasury and Finance, Australian Treasury, Victorian Department of Premier and Cabinet, and WorkSafe Victoria. Sam also held roles in the resources sector at BHP.

Outside of work, Sam enjoys travelling (having lived previously in Europe, North America and Africa) and spending time with family and friends.
