Tanya Smith - Nous Group
Tanya is a Principal in Nous with more than 16 years of experience in consulting and more than a dozen years in experience in senior Commonwealth and State Government roles.
She has built a strong understanding of ECEC through successive projects nationally and at the state and territory level. Tanya has also specialised in public sector governance, including advising on the appropriate legal forms and architecture. Her expertise in this area derives in part from her three years as a deputy secretary in a Premier’s department, responsible for whole-of-government policy and Cabinet functions.

Influential work

  • Currently leading Nous’ work with the Department and for the Child Safety Reform Group to assess a range of use cases for CCTV in ECEC, which has involved widespread engagement, including with each jurisdiction, providers, sector representatives, experts and individual services
  • Led extensive data collection and detailed quantitative and qualitative analysis to evaluate the outcomes of the Universal Access National Partnership and provide recommendations for ministers that informed the current PRA
  • Worked with the Northern Territory and South Australia to research the value of preschool to remote communities and barriers to participation
  • Evaluated the Northern Territory’s Families as First Teachers program, which supports babies and young children to promote early learning, particularly among First Nations children
  • Led the evaluation of the development and trial of the POM, including extensive sector and jurisdictional engagement to understand operational context, as well as technical analysis
  • Supported the midpoint independent review of the Commonwealth’s Welfare Payments Infrastructure Program, working with David Thodey to assess progress against program goals and recommend adjustments to delivery approach, targets and governance
  • Has advised on the legal form of an independent early childhood regulator; the design and functions of a tertiary education commission; the future role, structure, resourcing and governance of more than 20 entities across several portfolios; and the architecture and governance of national schooling entities

Outside of Nous

Before joining Nous Tanya was deputy chief executive in South Australia’s Department of Premier and Cabinet. She began her career in the Australian Department of Foreign Affairs and Trade and enjoyed postings in London and Washington. Tanya is particularly proud of her role in the passage of the Australia-US Free Trade Agreement and the E-3 visa. Tanya remains fascinated by what we can learn from other federal systems in areas of domestic policy development and public administration.

Tanya holds a Bachelor of Arts (Honours) from the Australian National University and is a fellow of the Institute of Public Administration Australia (Victoria). She serves on the Advisory Board of Learning Creates Australia.

In her spare time...

Tanya enjoys all things to do with France, federalism, flower-arranging and f(ph)otos. She is the proud parent of an adult ballet-dancing son and a member of Diplomats for Climate Action Now.
