Strong HR functions provide the backbone for addressing people and culture challenges in Canadian Higher Education institutions. However, our consultations across the sector revealed that many institutions are still establishing strong foundations. People and HR leaders reported a number of consistent challenges. These challenges were consistent across the diverse group of institutions engaged. They included:

- Inconsistent team structures and ways of working
- Outdated technology and systems
